The National Civil Aviation Administration (ANAC) of Argentina is advancing the modernization of its processes with the official implementation of a fully digital Certificate of Airworthiness. Through Resolution 300/2025, dated April 24, the aviation authority has approved new formats for the Standard Certificate of Airworthiness and the Special Certificate of Airworthiness.
This decision repeals ANAC Resolution 826/2014, which required the printing of these documents on paper with physical security measures such as watermarks provided by the National Mint. According to the new regulation, these requirements are now considered obsolete and contrary to the agility needed in today’s civil aviation sector, especially within the framework of the State's ongoing digitalization of administrative records.
The Certificate of Airworthiness is a fundamental document that certifies the technical and safety conditions of an aircraft for operation. Its issuance and format are governed by international standards, specifically Annexes 7 and 8 of the Convention on International Civil Aviation (Chicago, 1944). With the new resolution, Argentina aligns the issuance of these certificates with the digital tools already implemented at the national level, such as the Remote Procedures Platform (TAD) and the Electronic Document Management System (GDE), which allow the use of digital signatures with full legal validity.
According to ANAC, the transition to a digital format will generate savings of over 8 million pesos for the National Government by eliminating costs associated with printing on special paper and the physical management of documents. Furthermore, the measure is expected to streamline procedures for aircraft owners and operators registered in Argentina, simplifying the process of obtaining and renewing certificates.
It is important to clarify that Resolution 300/2025 stipulates that all Certificates of Airworthiness issued previously in physical format and still valid will maintain their validity until their expiration date. The Airworthiness Directorate (DA), under the National Directorate of Operational Safety (DNSO) of ANAC, will be responsible for implementing the exclusive digital issuance.
The regulation will come into effect thirty days after its publication in the Official Gazette of the Argentine Republic. According to a statement from the Secretary of Transportation, this action is part of "the modernization and efficiency policies promoted by the government, aiming to optimize public management and facilitate the operation of the aviation sector, always focusing on maintaining operational safety standards."
